A former top counter-terrorism official commented that the Tsarnaev brothers allegedly involved in carrying out the Boston marathon bombings were “deeply emotional kids who conduct acts of terrorism that are colored by fragments of ideology that deeply influenced today’s new breed of terror threats.


Learning from past terror attacks and from the experience of different countries focusing on the short-comings and the strengths demonstrated in dealing with the exigencies, is the key to any counter-terrorism training.

This two-day course has two broad objectives:

  1. Understanding key concepts associated with the modern day terrorism;
  2. The latest on terrorism research and counter-terrorism measures worldwide


Using novel interactive training techniques, this course intends to equip each of its participants, the very latest in counter-terrorism as well as current threats. It aims at enabling each participant to think and evaluate whether the current methods to prevent terror is sufficient.

b-routray-profileDr. Bibhu Prasad Routray served as a Deputy Director in India’s National Security Council Secretariat. He is a counter-terrorism analyst by profession and has over a decade long experience in living in conflict prone areas and carrying out research on terrorist movements in South East Asia. As a terrorism specialist he has conducted several training modules for security forces, government officials, diplomatic staff, media personnel and academicians.

Dr. Bibhu is regularly featured online security forum and media including The Straits Times. He was also regularly interviewed on terrorism related subjects by Channel News Asia. Between November 2010 and March 2012, Dr. Bibhu was associated with the RSIS where he did projects on India’s Counter-Terrorism Architecture after the Mumbai attacks; Military Modernisation; and India’s National Security Decision Making. Currently, he is affiliated with several think tanks as Non-Resident Visiting Fellow and is a Senior Analyst with the Global Multiplayer Consultancy firm, the Wikistrat. He is finishing a book project on the best practices in counter-terrorism in South Asia
